Landlord Concession Fees: A Targeted Attempt to Circumvent the Protections of Servicemembers by Undermining the Servicemembers Civil Relief Act

In the Line of Fire in Military Pension Law: Practical and Procedural Aspects

Message from the Chair

Dear Military Law Section Members:

It has been an honor to serve this year as the Chair of the Virginia State Bar Military Law Section Board of Governors (“Board”). The Board accomplished much during the fiscal year to educate our Members on interesting military-related issues and provide opportunities for networking with those who have a similar interest in such topics.

In October, we held a CLE Program in Richmond to provide a central location for educational and networking opportunities.   The CLE included outstanding presentations on the Servicemembers Civil Relief Act, consumer law, military security clearances, military personal injury claims, and ethical considerations for the military attorney.  This CLE was free to Military Law Section Members and included two hours of ethics.

We have produced this newsletter, which provides valuable information relating to military pensions, landlord concession fees as an attempt to circumvent the Servicemembers Civil Relief Act, and the Uniformed Services Employment and Reemployment Rights Act.  We also have updated the Military Law Section website to provide more information to our military and veteran community.

Our second CLE for the fiscal year will be held on 22 May at Marine Corps Base Quantico.  This exciting 4-hour CLE is free to Military Law Section members and military personnel in uniform, and will include the hot topics of ethics of representing incapacitated individuals, estate planning for special needs family members, the Servicemembers Civil Relief Act, and veterans’ benefits.  One hour of ethics is included.

Our last Military Law Section meeting of the year will be held on Friday, 19 June during the Virginia State Bar Annual Meeting.  This meeting is open to all Military Law Section members, and lunch will be free to those who RSVP.  The announcement indicating the location and how to RSVP will be emailed to all Section members before the end of May.  Please watch for that email, and encourage your friends and colleagues to join the Section in time for a great meeting in a beautiful location overlooking the Atlantic Ocean.

None of the above could have been accomplished without the hard work of all of the members of the Military Law Section Board of Governors.  Special thanks go to my Vice Chair, Donna Price, Board Secretary, Dwain Alexander, II, Chair of the CLE Committee, Leah M. Davenport, Chair of the Newsletter Committee, Mary M. Benzinger, Chair of the Nominating Committee, Ernest Harper, and Virginia State Bar Special Projects Coordinator, Dolly C. Shaffner.

Please encourage your friends and colleagues to join the Military Law Section so that we may continue to provide outstanding free CLEs and newsletters.  If you have ideas regarding how the Military Law Section can best serve you in the future, or would like to be a CLE speaker or newsletter article author, please do not hesitate to contact me at  Thank you for a great year!
