Meeting Minutes - June 13, 2014

Construction Law and Public Contracts Section
Board of Governors

1. Call to Order: The Chair, Sean Howley, called the meeting to order.

2. Approval of Meeting Minutes: The Chair presented the minutes from the prior meeting of the Board. On motion, the Board agreed to dispense with the reading of the minutes. The Board approved the minutes by unanimous voice vote.

3. Treasurer’s Report: The Treasurer provided the financial report.

4. Chair’s Report: The Chair provided his report. He commented on the success of the Summer Program put on by the Section at the Annual Meeting of the Virginia State Bar. The Chair commended Chris Boynton for organizing the Seminar. The Chair asked that anyone interested in participating in next year’s Summer Program should speak to Dan Fitch about organizing it.

5. Fall Seminar: Randy Wintory discussed the preparations for the Fall Seminar. The individual presentations are locked in. The Board discussed a draft of the agenda for the Seminar.

6. Case Digests: Scott Kowalski discussed the upcoming case digest updates.

7. Newsletter: The Chair reminded the group about the recently published newsletter and solicited articles for the future editions of the newsletter.

8. Summer Program: The Chair informed the Board that we need a new co-chair for the 2015 Summer Program.

9. Ethics and Mediation Seminar: Alison Mullins discussed the upcoming Mediation Seminar which will take place in mid-September in Roanoke. This a membership drives for the Section. The group discussed location options, catering options and efforts to increase attendance.

10. Publications: Randy Wintory discussed the Section’s articles for an upcoming edition of the Virginia Lawyer. The Board needs to identify a judge to write something for the publication. The group discussed asking Judge Ballou to write an article. The articles are due December 14.

11. Website: Spencer Wiegard reported there are no current issues with the website.

12. Social Event with the Maryland Bar: The Board discussed the potential gathering of the Construction Law sections of the Maryland and Virginia Bars. The Board also discussed the possibility of scheduling a gathering between the Construction Law sections of the Virginia and North Carolina Bars.

13. Nominating Committee Report: Greg St. Ours provided the Nominating Committee’s report. The Nominating Committee recommended naming Shannon Briglia as Vice Chair, Jennifer Mahar as Secretary and Chris Boynton as Treasurer. Judge Ballou agreed to stay the Board on as a judicial representative. Judge Harris is too busy to continue as a judicial representative. Hanna Blake and Scott Kowalski were reappointed as members of the Board. Arnie Mason, Karla Soloria and Jonathan Straw were appointed new members of the Board. The Board approved Nominating Committee’s slate by unanimous voice vote.

14. Transition of Officers: Sean Howley passed the gavel to 2014-2015 Chair, Mike Branca. The new Chair made brief remarks concerning the upcoming year.

15. Adjournment: The Chair adjourned the meeting.
