VSB Disciplinary Board to Hear Lee Reinstatement Petition

Pursuant to Virginia Supreme Court Rules Part Six, Section IV, Paragraph 13-25.  Catherine Ann Lee petitioned the Virginia Supreme Court for reinstatement of her license to practice law.  A hearing will be held before the Virginia State Bar Disciplinary Board on Friday, September 23, 2016, at 9:00 a.m. in the Workers’ Compensation Commission, located at 1000 DMV Drive, Richmond, Virginia 23220.  After hearing evidence and oral argument, the board will make factual findings and recommend to the Court whether the petition should be granted or denied.  The board seeks information about Catherine Ann Lee’s fitness to practice law.  Written comments may be submitted to Barbara Sayers Lanier, Clerk of the Disciplinary System, 1111 East Main Street, Suite 700, Richmond, Virginia 23219-0026 or by email to by September 16, 2016.  Letters will become a matter of public record.

Ms. Lee was licensed to practice law in Virginia in October 1990.  On August 26, 2005, the Virginia State Bar entered an order suspending Ms. Lee’s license to practice law pursuant to Part 6, § IV, ¶ 13.I.56 (2005) for impairment.  On November 1, 2006, Ms. Lee was convicted by the Henrico County Circuit Court of a felony pursuant to an Alford plea on charges of embezzlement.  Ms. Lee received a prison sentence of twenty years with twenty years suspended, conditioned upon her keeping the peace and complying with all terms of her probation.  On March 23, 2007, the Virginia State Bar entered an Order of Revocation of Ms. Lee’s license to practice law based on her felony conviction.

In her Petition for Reinstatement, Ms. Lee states that she was released from probation on April 29, 2015, after meeting all of the requirements and terms imposed upon her by the Henrico County Circuit Court, which included restitution.  Ms. Lee further states that her civil rights were restored by the governor of Virginia on September 28, 2015.

From 2008 to 2012, Ms. Lee taught paralegal and math courses at Centura College in Chesterfield County, Virginia.  She left to work more hours as a paralegal/law clerk under the supervision of licensed attorneys.  She has worked in that capacity with the Virginia Education Association under Milton K. Brown, Esquire, and Dena Rosenkrantz, Esquire.

Ms. Lee states that she has kept current with the law, has completed at least seventy-eight credit hours of continuing legal education, including eighteen hours in ethics, all of which have been approved by the Virginia State Bar.  She further states that she took the Multistate Professional Responsibility Examination on March 29, 2014, and received a scaled score of 104.  The bar’s Clients’ Protection Fund has not paid out any money due to Ms. Lee’s misconduct.  Ms. Lee does not owe the Virginia State Bar any costs or fees associated from any complaints against her.
