17th Circuit Candidates

Timothy B. Beason

It is important for me to remain on bar counsel for one last term in order to keep the rest of the Arlington delegation in line.  Without my calming presence, it is quite likely Arlington would have seceded from Virginia and formed its own State Bar. 

Also, I continue to represent your interests and vote as you would, if you were on council.  You should also take note that your bar dues did not increase during my last term on counsel.  Whether you are in a large firm or a solo practitioner, a prosecutor or a defense attorney, please know that I make my decisions based on what is best for our profession.  I ask for your vote. George R. A. Doumar

I, George Doumar, seek election to the Virginia State Bar council, for the 17th Circuit.   I have had my own firm in the 17th Circuit for 15 years, and have over thirty years of experience as a practicing lawyer.   I have a practice history in both a large law firm and medium-sized law firm setting before I started my own firm.    I have tried dozens, if not hundreds, of jury and non-jury trials in the area over the years. 

I believe it is important to stand up for the members of the Bar, and at the same time preserve the high standards needed to ensure the Bar’s duties to the public are fulfilled.

My experience gives me an appreciation for the challenges faced by and opportunities available to lawyers, as well as our responsibilities to our clients and the public at large. 

Jennifer S. Golden

I am a real estate settlement attorney at Kase & Associates. In 1998, I graduated from the University of Richmond School of Law and moved to Arlington. After working as Legislative Counsel for a Member of Congress and a lobbying firm, I focused on real estate as a settlement attorney in 2002.

In 2009, my family moved to Abu Dhabi, UAE for my husband’s job. I actively volunteered there, supporting the American Community School of Abu Dhabi. Before moving overseas, I served on the Board of the Junior League of Northern Virginia. We returned to Arlington in 2015.

I ask that you elect me to serve the 17th Circuit on the Council. I would represent the interests of fellow Arlington attorneys and work to further the mission of the Virginia State Bar. I would bring to the Council my experience of balancing community service with professional and family life.


William H. Miller 

I began my legal career working as a Public Defender in March 2007. Since that time, I have had the opportunity to serve in the Office of the Public Defender in three different counties in Virginia: Halifax, Stafford, and Arlington. I have served as a Public Defender in Arlington since December 2009.

I have been an active member of the Arlington Bar Association serving as Secretary in 2011, the Judicial Selection Committee in 2015, and the Board of Directors in 2016. I served the Seventeenth Judicial Circuit as Council Member for the Virginia State Bar in 2017/2018 for an open one year unexpired term.

During this year I have attended every meeting and have consulted with numerous attorney members of this circuit on issues of concern to them. I ask for your support and vote to represent the Seventeenth Judicial Circuit on the Virginia State Bar Council.
