14th Circuit Candidates
Thomas A. Edmonds
I served as the VSB’s Executive Director for nineteen years. I am familiar with the structure and operations of the VSB, and I am committed to seeing that member dues are used for its core functions: improving and regulating the profession, and assuring the availability of legal services for all Virginians.
Following my retirement from the bar staff in 2008, I was elected to Council from our circuit and served two terms. I believe I represented the circuit well and helped to resolve difficult issues like payee notification and strengthening the Clients’ Protection Fund. I am currently working on the board of the Clients’ Protection Fund, investigating claims and helping to make whole those clients who have suffered a loss due to the dishonest actions of the few lawyers among us who commit such acts.
I welcome the prospect of serving again on the Council, and would appreciate your support.

I am seeking your vote as the 14th Circuit Bar Council representative. I practice plaintiff’s personal injury and medical malpractice law with Cantor Stoneburner Ford Grana & Buckner. I am a double “spider” (UofR), married to Scott Bemberis, Esq. of Clifford & Duke and we have three teenage children.
For the past 25 years, I have been involved in bar groups, serving as the President/Chair of: American Board of Trial Advocates; VTLA; VSB 3rd District Disciplinary Committee; MRWBA and the Lewis Powell Inn of Court. In addition, I currently serve on the Virginia Model Jury Instructions Committee, the Boyd-Graves Committee, Etheridge Society of medical malpractice lawyers and Community Brain Injury Services Association.
As a council member, I hope to be a “voice” for smaller firms to the VSB leadership and support the VSB mission to enhance the reputation of our profession to the public and to foster strong bench-bar relationships.
Michael S. Huberman
As Henrico’s Chief Deputy Commonwealth’s Attorney, I oversee the daily operations for a thirty-three attorney office with over seventy total staff, while still maintaining an active case load. I was first hired by Henrico in 1996, promoted to Deputy in 2002, and further promoted to Chief Deputy in 2015.
Previously, I worked at the Henrico law firm, Spinella, Owings & Shaia. I practiced general litigation, including: criminal/traffic, divorce, custody/support, collections, personal injury, landlord/tenant, and contract and insurance disputes.
I am serving my third term on a State Bar Disciplinary Committee, having sat as Secretary, Vice-Chair and Chair.
I am an active member of the Henrico Bar Association, previously serving on the Board and as Judiciary Committee Chair.
I serve the profession as a member of the VACA Justice & Professionalism Committee and by teaching statewide on elder abuse.
I look forward to representing the local interests of Henrico attorneys if elected.
