R. Penn Bain

Since 2009, I have been actively involved with the Loudoun County Bar Association. I spent many years on the executive committee and was honored to be president in 2013-2014. My service also includes membership on other committees and participation in various local Bar Association projects including the Leadership in the Law Summer Camp.

I currently practice with Sevila, Saunders, Huddleston & White, P.C. in Leesburg. My legal career started as an Assistant Commonwealth’s Attorney for the Counties of Loudoun and Henrico. My practice area includes criminal/traffic defense, domestic relations, and civil litigation.  I am also a guardian ad litem for children.  Between college and law school, I was an officer in the United States Marine Corps. My experiences in public service, private practice and with my local Bar Association would serve me well on Bar Council.

Matthew P. Snow

I am a partner with Biberaj Snow & Sinclair, PC, a small law firm in Northern Virginia where I practice criminal defense and family law. I have been in practice for over 18 years, representing individuals and families, many of whom have been of lower income. I have served as court appointed counsel in both criminal and civil cases since early in my career, to include many years of work in the mental commitment hearings process and as a Guardian ad litem for minors. I volunteer and help run a local scholarship program for youth who have overcome significant obstacles in their lives but who need assistance to get to college. As such, access to the justice system for the disadvantaged and underrepresented has always been an important part of my work as an attorney, and is an interest that I will bring with me to Bar Council.

Marie E. Washington

Marie Washington received her Juris Doctorate from Washington and Lee in 2003. She has distinguished herself as a community leader and compassionate attorney with an impressive track record built on solid ethical standards and moral compass. She has been a member of the Virginia State Bar, the Virginia Women Attorneys Association, Virginia Association of Criminal Defense Lawyers, the Northern Virginia Black Attorneys Association, and Fauquier County Bar Association. She served on the Virginia State Bar Continuing Legal Education Board. She also served on the Board of Governors for the Litigation Section of the Virginia State Bar. She has been selected for numerous accolades including Best Attorney in Warrenton eight years in a row, Leaders in the Law, and 2018 Business Person of the Year by the Fauquier Chamber of Commerce.

Ms. Washington embraces the Bar’s mission. She can bring her ability to see diverse perspectives, sound judgment, and intellectual flexibility.
