On February 15, 2019 the Supreme Court of Virginia amended the Rules by adding Rule 1:26 that states all materials made part of any court record are public records unless sealed by court order, or otherwise provided by law, and thus must be submitted either unencrypted or with software that makes them capable of unencryption.
