Real Property Section

Membership: As of June 10, 2014, the section had 1,871 members.

Budget:  The budget for 2013-14 was $41,880. 

The board of governors and area representatives met four times:

  • Fall meeting – September 13, 2013, at the Richmond office of Williams Mullen (in an experiment, Williams Mullen provided its video-conferencing capabilities, allowing remote attendees at Williams Mullen offices around the state to see each other, rather than just participate by conference call).
  • Winter meeting – January 24, 2014, at the Williamsburg Inn, Williamsburg (during the VBA Annual Meeting).
  • Spring meeting – March 7, 2014, at the Kingsmill Resort, Williamsburg (before the Section’s 18th Annual Advanced Real Estate Seminar).
  • Annual meeting of the section & board of governors & area representatives – June 13, 2013, at the Oceanaire Resort Hotel, Virginia Beach (during the VSB Annual Meeting).

Educational Activities:
The section sponsored, with Virginia CLE, the 18th Annual Advanced Real Estate Seminar on March 7-8, 2014 (at Kingsmill), and the 32nd Annual Real Estate Practice Seminar on May 13, 14 and 20, 2014 (in Lexington, Williamsburg and Fairfax), and presented a Showcase CLE program (with four other sections) titled “Public Private Partnerships: Smooth Sailing or Choppy Waters in the Wake of Elizabeth River Crossings and VDOT v. Meeks?” on June 13, 2014, at the VSB Annual Meeting.

Other educational activities included:

  • Publication of the fall 2013 and spring 2014 issues of The Fee Simple (Volume XXX1V, Number 2 and Volume XXXV, Number 1, respectively), the section’s newsletter. 
  • Continuing support of a project started by the section’s Eminent Domain Committee, chaired by Chuck Lollar, to prepare and produce for publication a pamphlet titled “Understanding Condemnation – A Guide for Landowners.”
  • Providing section members a tuition credit of $50 per person at the section’s Advanced Real Estate Seminar and $40 per person at the section’s Annual Real Estate Practice Seminar.
  • Engaging a student editorial assistant to assist with the publication of The Fee Simple.
  • Co-sponsoring (with Virginia CLE) the Courtland Traver Award, presented annually to recognize outstanding contributions to continuing legal education. The 2014 recipient of the Traver Award was Ed Waugaman.

Other Activities:
The section’s Membership Committee, chaired by Philip Hart, updated the board of governors and Area Representatives Handbook in June 2014.

The section’s Law School Liaison Committee, chaired by Paul Bellgarde, made several presentations at law schools around the commonwealth about real estate practice.  One committee member, Ron Wiley, co-taught an advanced real estate class at the T.C. Williams School of Law at the University of Richmond as a part of this effort.

Election of Officers and New Board of Governors Members:
The section’s Nominating Committee met by phone and e-mail during the spring, and at the section’s Annual Meeting on June 13, 2014, presented the below slate of candidates for section offices and board vacancies, all of whom were elected and took office on July 1, 2014:
