In June of 2015, the Military Law Section had 286 members.  By June of 2016, the section membership had increased to 291. 

Funds and Budget:

The Military Law Section began the year with $3,920 and ended the year with $501.12 The Section’s annual budget is based on the number of Active and Associate members

Section Activities:

The Military Law Section had a very successful year!  We continued our historical pattern of sponsoring two CLE programs over the course of the year.  In the Fall, we held a 5 hour CLE at the State Bar headquarters on October 9, 2015(Security Clearance Adjudications – CAPT Donna Price, JAGC, USN (Retired); Defending Urinalysis Cases – Maj Grover H. Baxley, USAFR; Victims Legal Counsel Impact on Courts-Martials - John T. Miexell; Military Justice Update – RDML Chris Reismeier, JAGC, USN (Retired); and Ethics – Edward L. Davis).  This was our last Section sponsored free to Section Members CLE.  As a result of increased demands and limited resources, for the Spring 2016, and succeeding, CLE offerings we have partnered with Virginia CLE, with Virginia CLE assuming the greater logistics/administrative responsibilities and with a sliding-scale fee structure.  The Spring CLE was again held at Quantico, this time on May 20, 2016 (Servicemembers Civil Relief Act – CAPT Dwain Alexander, II, JAGC, USN (Retired); Federal Enforcement and Regulatory – Greg Nodler, Carole L. Reynolds, and Elizabeth Singer; Family Law - CAPT Timothy P. Sceviour, JAGC, USN (Retired); Psychology of Domestic Violence Victims -  Dr. Sadie F. Sheafe; and Ethics – Prescott L. Prince) and offered 5.5 hours of CLE.  Once again, the programs were an outstanding success, and the move to Virginia CLE was highly appreciated as the right thing to do.

The Military Law Section also published its Spring 2016 Newsletter, thanks to the efforts of Mary Benzinger, which included articles:  New USERRA Primer – CAPT Samuel F. Wright, USN (Retired); Brief History of the Servicemembers civil Relief Act – CAPT Dwain Alexander, JAGC, USN (Retired); and Military Support Regulations – Mary M. Benzinger.

Additional matters covered during this year by the MLS Board of Governors (BoG) were consideration of a proposal to sponsor military and veterans clinics to be held/operated at Regent University and William & Mary Law Schools.  While the sponsor of these clinics, a Lieutenant at the Region Legal Service Office MIDLANT has successfully established a similar clinic program at his law school, both the MLS BoG and the State Bar had concerns in sponsorship of clinics, by the State Bar/MLS, that would be so regionally limited as would these clinics.  Concurrently with consideration of that proposal, the MLS also considered partnering with the Attorney General’s Office of Virginia in sponsorship of a number of clinics, to be held throughout the Commonwealth, to provide free legal assistance clinics to military personnel and veterans.  Because this latter proposal better met the desire to truly be a state-wide service, the MLS BoG eventually agreed to support this latter proposal and those clinics were a resounding success!

An additional proposal was made to the MLS by representatives from Capital One to offer additional clinics around the Commonwealth, over an extended period of time, however, that proposal was never brought to a formal stage and the year ended without further action on that potential proposal.

Benzinger; Chair of the Nominating Committee, Ernest Harper; and the mainstay of the Section, year-after-year, our Virginia State Bar Special Projects Coordinator, Dolly C. Shaffner.  It is truly a team effort and we appreciate all of our volunteers and staff.
