Budget and Finance

Marni E. Byrum, Chair

The Standing Committee on Budget and Finance met on January 17, 2019, to review and approve the staff’s proposal for the FY 2020 operating budget.  The budget approved by the Budget and Finance committee was reviewed and approved by the Executive Committee on February 22, 2019.   On February 23, 2019, Bar Council considered, and unanimously approved, an operating budget of $15.9 million for FY 2020. Chief Justice Lemons communicated the Supreme Court’s approval of the budget, as submitted, on April 8, 2019, to Karen Gould, Executive Director and Chief Operating Officer.

The budget reflects an increase of approximately $1.9 million over the budget for the prior fiscal year which ended on June 30, 2019.  The increase is primarily due to the new Attorney Wellness Fund mandated by the Supreme Court of Virginia.  This budget increase of approximately $984,000, is a $30 assessment per active member that will be collected by the bar and transferred to the Supreme Court. The FY 2020 budget also includes a 2.75 % salary increase and a 2.25 % merit increase.  Both increases are effective June 10, 2019, which is the beginning of the first pay period for FY 2020.  Also, computer and technology expenses are expected to increase approximately $644,000 over the prior fiscal year.

The Standing Committee on Budget and Finance continues to evaluate the appropriate levels of reserves and dues for the Bar.
