In June 2013 the Administrative Law Section had 506 members.

The budget for fiscal year 2013-14 was $6,928.

32nd National Regulatory Conference
The section sponsored our signature event, the 32nd National Regulatory Conference, which was held May 16-17, 2014, at the College of William & Mary’s Marshall-Wythe School of Law.  The program was titled “The Changing Regulatory World: Taking Stock of the Past Ten Years While Looking to the Future.”  The panels and speakers addressed legal issues arising from cybersecurity risks and ten years of Virginia’s utilities being members of PJM Interconnection.  Joel Brenner, a former high-ranking NSA official, gave a threat briefing and headline remarks on cybersecurity.  The conference also included panels on new technologies, transmission planning and the implementation of FERC Order 1000, and a first-ever panel on electric cooperatives.  The program was organized by Kris Dahl, of McGuireWoods and vice chair of the section, and was approved for nine hours of continuing legal education credits, including two hours of ethics.

Annual Meeting CLE Program
The section co-sponsored a “showcase” CLE program, “Public-Private Partnerships: Smooth Sailing or Choppy Waters in the Wake of Elizabeth River Crossings and VDOT v. Meeks,” with the Construction Law & Public Contracts, Real Property, and Environmental Law sections at the Virginia State Bar annual meeting.  Ashley Macko spearheaded the section’s involvement in the annual meeting CLE program.

Annual Brown Bag Luncheon CLE Program
On June 4, the section held its annual Brown Bag Luncheon CLE Program on “How to Handle Voluminous Documents and Data in Administrative Cases.  The program was organized by Louis Monacell of Christian & Barton and included speakers (and section members) Jo Ann Nolte, with the Nolte Law Firm, and Michael Quinan, with Christian & Barton.  Cristin K. Taylor, of McGuireWoods was also a speaker. 

The section published an in-depth edition of the Administrative Law Newsletter.  James G. Ritter of Christian & Barton LLP continues his valuable service as the newsletter editor.  The Spring 2014 issue had several articles, including articles on American Electric Power’s corporate reorganization, the inter-ISO capacity market, the National Regulatory Conference, and gas prices in the PJM markets, among others.

The section continued to maintain and update its website, including current and past issues of Administrative Law Newsletter, information concerning current and past National Regulatory Conferences, upcoming events, and a membership application.

Officers and new board members
This section elected officers and board members at its annual meeting, held during the NRC.  New officers are Kristian M. Dahl, chair; Ashley B. Macko, vice chair; Charlotte McAfee, secretary; and James G. Ritter, newsletter editor.  Mr. Ritter and Ms. McAfee also joined the board as voting governors, in addition to being officers.  Charles M. “Mitch” Burton Jr., also joined the board.
