Quanza was taken two days after it arrived in Norfolk on September 11, 1940, still carrying eighty-six refugees — most of them Jewish — from war-torn Europe. It would be midnight on September 14 before they were allowed to enter America. Frank O. Brown Jr.’s article on the Norfolk attorney who helped the refugees begins on page 29.
