The Virginia State Bar Council voted 44 to 7 during its March 1 meeting in Richmond to delay publication of a proposal that would require all Virginia lawyers to carry legal malpractice insurance. The council decided that it should have an opportunity to debate the proposal before it is circulated for public comment.
