The Virginia Lawyer Referral Service (VLRS), with effective and high-quality customer service, has helped to advance the availability and quality of legal services to the people of Virginia and the United States.  From July 1, 2015 – June 30, 2016, the VLRS received 12,749 calls from persons in need of assistance with possible legal matters in Virginia. Of those calls, the VLRS has provided 3,755 prescreened and prepaid referrals to its active panel members; resulting in $172,105.00 non-profited revenue for the bar.   

The Virginia State Bar (VSB) Special Committee on Lawyer Referral commends the 428 VLRS attorney panel members for their (past and present) service to the bar and their communities. However, there are many underserved cities and counties that lack VLRS attorney panel members. The Committee’s focus was to bring awareness of the VLRS to the VSB members by promoting the benefits of its membership and the consumer needs that were not being met.  Those promotional efforts included:

  • On-site promotion at the VSB Admission and Orientation Ceremony in Richmond (December 2015 and June 2016); the VSB Solo & Small-Firm Practitioner Forum in Melfa, Virginia (April 2016) and in Blacksburg, Virginia (May 2016); the VSB Tech Show (April 2016); the VSB Solo & Small-Firm Practitioner Forum/Bench Bar Conference in Fredericksburg (May 2016); and the VSB Annual Meeting in Virginia Beach (June 2016).   
  • Print advertising in the Virginia Lawyer/Virginia Lawyer Register beginning in August 2015.  Recruitment ads identified the areas of law needed for consumer referring (but not limited to) Family/Same-Sex Marriage, Employment/Worker’s Compensation, Taxation, Reverse Mortgage, Loan Modification, Fair Housing/Discrimination, Bankruptcy, and Immigration with Bi-lingual capability.
  • Special VLRS first-time one year membership fee waiver for VSB members in underserved location where there is a need for VLRS panel members.    

As a result of the yearlong promotional campaign, the VLRS has signed-up 93 first time attorney panel members statewide.

The Committee gives special recognitions to the VSB President Edward L. Weiner, for his endorsement of VLRS in his President’s Message, ‘The Value of Membership’ in the April 2016 issue of the Virginia Lawyer; and the VSB Conference of Local Bar Executive Committee chair Jack W. Burtch and the VSB Technology and the Practice of Law Committee co-chair Kellam T. Parks for their testimonials at the on-site promotional events.

The Special Committee on Lawyer Referral met on Thursday, October 22, 2015 and Thursday, April 28, 2016 from 12 – 1:30pm.
