The Construction Law and Public Contracts Section has approximately 750 members and a budget of $12,285. In 2008-09 the chair of the section was Richard F. Smith of Smith Pachter McWhorter PLC.
It has been a very active year for the section. In November the annual continuing education seminar in Williamsburg was held. Derrick E. Rosser, K. Brett Marston, and Kristan B. Burch organized an excellent program on a number of important construction topics. Sean M. Howley led the section’s summer educational program at Virginia Beach on “Mega Projects in an Uncertain Economy: Can Local Governments Afford Investment in Environmentally Beneficial Mega Projects in Recessionary Times?”
The October 2008 Virginia Lawyer published construction-related articles due to the fine efforts of R. Webb Moore and other members of the section. Todd R. Metz, Sean Howley, Michael A. Branca, and Jennifer A. Mahar produced the section’s newsletters, which provide recent important cases and timely construction articles.
Kristan Burch has been responsible for the section’s website, http://www.vsb.org/site/sections/construction, which is a valuable resource to our members. Shannon J. Briglia worked to revise the section’s handbook which is now available on our website.
Many members of the section wrote chapters in the new Virginia CLE Virginia Construction Law Deskbook. This two-volume, loose-leaf, twenty-five-chapter book, provides a significant resource for Virginia practitioners.
Gregory T. St. Ours chaired the section’s five-year plan committee and produced a valuable report for the future of the section. The report has been approved by the Virginia State Bar’s leadership.
In 2009-10 the section will be led by Mr. St. Ours, chair; Todd Metz, vice chair; Kristan Burch, secretary; and Brett Marston, treasurer.
