The Richmond Journal of Law and Technology is publishing on the World Wide Web the proceedings of the 15th National Regulatory Conference, "Competition in the Local Telecommunications Market: Delivering on the Promises of the Telecommunications Act of 1996." This is the first time NRC proceedings have been made available for posterity. Established in 1994, JOLT was the first student- published law journal to appear on the World Wide Web.
