You have requested an Unauthorized Practice of Law advisory opinion regarding whether a nonlawyer’s representation of potential claimants to funds owed by a United States government agency would constitute the unauthorized practice of law.

The Committee believes that no unauthorized practice of law issues are raised by the process you describe.  However, the Committee is not passing on the legality of legitimacy of the contract contained in the materials you have provided.
