A non-Virginia
licensed attorney inquired whether it is the unauthorized
practice of law for the attorney to have an office in
Virginia, considering the fact that the attorneys
practice consists entirely of consulting and lobbying
work with federal agencies and Congress in Washington,
D.C., and that the attorney does not hold himself out
as an attorney, either on his letterhead or on his Virginia
office buildings ledger.
The Committee opined that the above fact situation
would not constitute the unauthorized practice of law.
